Medical Insurance Calculator

In Singapore, healthcare financing is provided through a multiple layer approach.

In the first tier, there are government subsidies of up to 80% in acute public hospital wards which all Singapore citizens can access. However, the actual amount subsidy is subjected to means testing.

In the second tier is by self-insuring. All Singapore citizens and Permanent Residents are required by law to contribute to their Medisave account. As at end of 2009, the median Medisave balance is only $11,235. Medisave can be used for approved day surgeries, medical inpatient cases and surgical operations, etc all subjected to withdrawal limits. It must be noted that Medisave is not insurance. It belongs to one’s own money set aside for medical purpose.

The third tier is Medishield. Medishield is an insurance scheme administered by the CPF Board. The targeted purpose of Medishield is to cover 80% of large hospital bill for B2/C ward. Premiums for Medishield can be funded through CPF Members’ Medisave account.

For B1 ward or better, the Ministry of Health recommends that CPF Members purchase a Medisave approved  private-intergrated Shield plans.

Since 1 July 2005, each of these Medisave-approved plans have been integrated with MediShield to form a single integrated plan. These Integrated Shield Plans provide additional benefits and coverage when one opt for Class A and B1 wards in the restructured hospitals, or private hospitalisation.

Policyholders on the Medisave-approved Integrated Shield plans retain the benefits of MediShield membership, while their private insurer will service all their needs. In other words, policyholders pay their premium, and submit claims directly to their private insurer. Their private insurer will then sort out all arrangements with MediShield.

Medisave can also be used to pay for premiums of these private Medisave-approved Integrated Shield plans, subject to a withdrawal limit of $800 per policy, per year. For policyholders aged 81 and above, the withdrawal limit is $1,150 per policy, per year.

There are a number of insurers which offers such private-intergrated shield plans. However, their premiums and benefits varies. While premiums for younger age groups are affordable, this is not so for older age groups. The total amount of premiums one would be required to pay can be huge. Therefore, it is important that one select the correct product.
